Measles Immunization and Tuberculosis Screening Policy

Purpose: To minimize potential for communicable disease outbreaks on campus and to comply with Oregon state law.

Procedure:

• All incoming full-time students who are taking in-person classes will be required to meet the following requirements:
• 1. For students born on or after January 1, 1957, two doses of measles vaccine prior to the student’s second semester of enrollment. Documentation must be received prior to the start of the second semester for all students. Students on a non-immigrant visa must complete the requirement prior to the first day of attending classes. However, an exception is given to these students if the first measles dose was given within 30 days of start of classes; in this case, the second dose must be given prior to the start of the second semester.
  2. The following records may be accepted as adequate proof of two doses of measles vaccine:
     1. Written documentation by student, health care practitioner, or an authorized representative of the local health department of the month, day and year of each dose, within four days prior to, on or after the first birthday, with a minimum of 24 days between the first and second dose;
     2. For students born prior to 1984, no available date for the first dose but written documentation by student, health care practitioner, or an authorized representative of the local health department of the month, day and year of the second dose in or after December, 1989;
     3. An unsigned record printout from the statewide immunization information system, ALERT IIS; or
     4. An unsigned record printout from a computer system approved by the Public Health Division as specified in OAR 333-050-0060(5).
  3. Students may submit documentation of a medical exemption, nonmedical exemption or immunity in lieu of meeting the measles vaccination requirement. Signing for a nonmedical exemption requires documentation of a signature of a health care practitioner that the practitioner has reviewed with the student the risks and benefits of immunization, or a certificate verifying that the student has completed a vaccine educational module approved by the Public Health Division.
  4. Students who were born in a country with a high incidence of tuberculosis (TB) disease; or who, in the last five years, have lived in, traveled to, or emigrated from a country with a high incidence of tuberculosis disease are required to provide documentation of non-active TB status with either TB skin testing, Interferon-Gamma Release Assay (IGRA) blood test, or chest X-ray (CXR).
• Students not completing the above requirements before registration of their second semester will experience a hold on their student account so they cannot register for the next semester.
• Compliance with Oregon law related to measles immunization must be reported to Oregon Health Authority annually in May.
• All students will be provided with information about vaccine-preventable diseases known to occur in individuals between ages 16 and 21, such as tetanus, diphtheria, pertussis, HPV, meningitis and influenza.
