Planning for all phases of emergency incidents, including preparedness, mitigation, response, continuity, and recovery, is necessary to minimize the impact of emergencies and to help ensure a quick and effective response.

Each phase of emergency management requires a tailored planning approach to ensure that all possible scenarios are considered and that the necessary resources and protocols are in place. Effective emergency response depends on adequate preparation, successful mitigation efforts, viable continuity plans, and broad-based recovery plans.
